I thought it had been moved to the August version already?
Seeing as how I had also made a DA journal for that update.

So, Mappers creating content for the PG release should be using the May 2014 version to alleviate any use of deprecated objects in later versions correct? Speaking mainly of any KISMET scripting that might by used that had been updated in later versions of course.

I've been trying to figure out if the later Substance PBR functionality & compiled results could still be used in the May version?

If you build a map with a more recent version of UDK, it will not run on our game.

Actually, what happens when they hit 5.0 soon? Is it gonna be called UE5 (stupid) or will they just stick with 4.9 forever?

At the pace they're on, I'm sure they'll have a 4.10, 4.11, 4.12... No reason to stick with a single digit and no time to think about 5.0. (Now the community is writing half their new features for them.)

I was actually referring to the external PBR apps like what's available through Algorithmic's Substance PBR materials, since the May 2014 version supports it - but I guess that may also change with their next update as well.

Maybe that's a question for the Epic forums, no?
As stated in another thread, SolC could be using PBR in UE4 and is not/will not be using it in UDK.
